On March 12, 2024, Immigration, Refugees, and Citizenship Canada (IRCC) introduced updated program delivery instructions focusing on study permits. These updates aim to streamline the application process and provide clarity for foreign nationals seeking to study in Canada.
How to Apply for Study Permits
Foreign nationals intending to study in Canada must apply for a study permit before arriving at a Canadian port of entry (POE), unless exempt. The application process involves obtaining a temporary resident visa (TRV) or an electronic travel authorization (eTA) for entry into Canada. The application for a study permit must be submitted online, except for specific exemptions outlined by IRCC.
Processing Applications from Overseas
For foreign nationals requiring a TRV, it is issued for multiple entries and valid for the same period as the study permit or passport. Meanwhile, eTA-required individuals receive an eTA valid for five years or until the passport expires. Those eligible for eTA expansion automatically receive a TRV upon study permit issuance, with an eTA issued upon study permit renewal.
Prerequisite Courses and Study Permits
IRCC considers the main program of study before issuing study permits for prerequisite courses. Students enrolled in prerequisite ESL or FSL programs are granted study permits for the program’s duration plus one year. Upon successful completion, they can apply to change their conditions.
Transitions and Status Updates
Students transitioning between levels of study or participating in dual-credit programs do not need to apply for new study permits. Additionally, transferring between post-secondary institutions within Canada is permissible without changing study permits, provided the new institution is a designated learning institution (DLI).
Navigating the Study Permit Application Process
The updates provided by IRCC offer valuable guidance for foreign nationals navigating the study permit application process. By understanding the application requirements and exceptions, prospective students can ensure a smooth transition to studying in Canada, contributing to their academic and professional growth. Therefore, the updated program delivery instructions by IRCC serve to streamline the study permit application process, providing clarity and support for foreign nationals seeking educational opportunities in Canada.
