About the BC PNP

One of the most prominent pathways to attain Canadian permanent resident status is through the British Columbia Provincial Nominee Program. This program aims to streamline the process for those who intend to settle permanently in British Columbia. It is administered in partnership with the federal government under the 2021 Canada–British Columbia Immigration Agreement (CBCIA).

BC PNP Allocation and Priorities

For 2026, IRCC has confirmed BC’s Provincial Nominee Program allocation at 5,254 nominations down significantly from the province’s request of 9,000 and from historical levels. In 2025, BC’s allocation was initially set at 4,000 but was later supplemented to 6,214 through additional federal nominations. The reduced 2026 allocation means BC PNP draws are more selective and competitive.

In April 2026, BC announced a major overhaul of the BC PNP aligned with the province’s ‘Look West’ economic strategy. The program now concentrates on three priority pillars:

(1) Care strengthening healthcare and the wider care economy;

(2) Build  infrastructure development and construction; and

(3) Innovate supporting innovation across all sectors.

BC PNP Categories and Streams

1. Skills Immigration (SI)

Under the Skills Immigration category, skilled and semi-skilled workers in high-demand occupations in British Columbia can apply. This category includes streams such as Skilled Workers, Healthcare Professionals, International Graduate, International Post-Graduates, and Entry-level and Semi-skilled Workers.

NOTE: The former International Graduate and International Post-Graduate streams closed in early 2025. New Bachelor’s, Master’s, and PhD replacement streams were planned for launch in January 2025 but were suspended in April 2025 and formally cancelled in April 2026. International graduates should currently explore pathways through the Skilled Worker stream or other federal economic programs.


NOTE: Entry Level and Semi-Skilled stream was formally closed on April 23, 2026. No invitations have been issued under this stream since December 10, 2024. Workers who planned to apply under ELSS must now look to alternative pathways.

2. Entrepreneur Immigration (EI)

For entrepreneurs who want to establish or purchase a business in British Columbia. Streams include:

  • Base Category — for entrepreneurs with business experience and the intent to actively manage a new or existing business in BC
  • Regional Pilot — for entrepreneurs who want to establish a business in a regional BC community
  • Strategic Projects Category — for experienced entrepreneurs who want to invest in strategic projects that align with BC’s key economic sectors

3. BC PNP Tech

The BC PNP Tech stream provides faster processing for skilled workers in eligible technology occupations with a qualifying job offer. This stream continues to operate as part of the Skilled Worker stream under the ‘Look West’ strategy, with a focus on innovation and technology sectors.

How the BC PNP Works

  • Step 1: Register your profile in the BC PNP Online portal (Skills Immigration Registration System — SIRS)
  • Step 2: Receive an Invitation to Apply (ITA) — draws occur regularly (typically weekly), but specific dates are not published in advance
  • Step 3: Submit a full provincial nomination application
  • Step 4: If nominated, apply to IRCC for Canadian permanent residence

Provincial nomination adds 600 CRS points for Express Entry-aligned streams, greatly improving chances of an ITA from IRCC.
