In a move to support Ukrainian nationals amidst ongoing events, the Government of Manitoba conducted its 23rd draw specifically targeting candidates from Ukraine. On February 28, 2024, Manitoba invited 155 candidates through the Manitoba Provincial Nominee Program (MPNP), aligning with special immigration measures implemented by Immigration, Refugees, and Citizenship Canada.

- Minimum CLB 4 proficiency in each language band
- Establish connections to Manitoba through family, community ties, previous employment, or studies
- Score at least 60 points in the EOI registration points grid
- Possess a valid language test in one of the official languages
