Five Northwest Manitoba communities have launched the Northwest Manitoba Immigration Initiative (NWMII) to recruit skilled workers in healthcare, sales, education, construction, and transportation. Successful applicants receive a Community Letter of Endorsement, which supports a nomination through the Manitoba Provincial Nominee Program. The first intake closes July 31, 2026, at 3:00 PM CST, with more intakes planned.

What is The Northwest Manitoba Immigration Initiative? 

Five communities, the Town of The Pas, the Rural Municipality of Kelsey including Cranberry Portage and Wanless, the Town of Swan River, the City of Flin Flon, and the Town of Snow Lake, have joined together under the Province of Manitoba to create the NWMII. 

The initiative exists to solve a very concrete problem: local employers across the region cannot find enough skilled workers to meet both immediate and long-term demand. Rather than each municipality running its own separate outreach, they have pooled resources into one coordinated program.

Applicants are assessed against how well their skills match what local employers actually need, not simply on general qualifications. Candidates are welcome to live and work in any of the five participating communities, since the underlying goal is strengthening the region as a whole, not tying someone to one specific town. 

How Does a Community Endorsement Lead To A Provincial Nomination? 

This is the step people most often misunderstand. A Community Letter of Endorsement is a recommendation from the local municipality, not an approval and not a guarantee of anything. The municipalities running NWMII have no authority to approve an application on their own. 

Every decision about invitations to apply, and any eventual provincial nomination, rests solely with the Province of Manitoba. Think of the community endorsement as a strong supporting document in your Manitoba PNP file, one that signals real local demand for your specific skill set, rather than a finish line in itself. 

When Does The First Intake Close, And What Should You Do Now? 

The first intake window is closing soon, on July 31, 2026, at 3:00 PM CST, and the province has indicated this pause is for program maintenance rather than a permanent close. A further intake will be announced, though no confirmed date exists yet. 

If this window closes before you are ready, the practical move is to get your profile and documentation in order now, so you can apply the moment the next intake opens. Waiting until an intake is already live tends to cost candidates valuable time, especially if references, credential assessments, or language test results still need to be sorted out.
