Quebec’s immigration system underwent a significant transformation in September 2018 with the introduction of Arrima, a cutting-edge immigration portal designed for skilled workers. The Arrima Quebec portal is a vital component of the Quebec Regular Skilled Worker Program (QSW), aiming to streamline the application process and create a fair playing field for all aspiring immigrants.

Note: The program name has been updated from ‘Quebec Regular Skilled Worker Program (QSW)’ to ‘Skilled Worker Selection Program (PSTQ)’, which replaced the former program effective November 29, 2024.

Understanding Arrima Immigration

Arrima serves as the centralized hub for managing Quebec’s Expression of Interest (EOI) system, replacing the previous first-come, first-served intake approach. This innovative platform is a game-changer for individuals aged 18 and above seeking entry into Quebec through various programs, including the Regular Skilled Worker Program, Québec Experience Program, Permanent immigration pilot programs, and the International Student Program (for document transmission only). Additionally, Quebec businesses can leverage Arrima to identify profiles aligning with their labor requirements.

As of 2026, the programs accessible through Arrima have changed. The three permanent immigration pilot programs (Food Processing, Orderlies, AI/IT/VFX) closed on January 1, 2026. The PEQ is being reopened for two years (as announced May 5, 2026) and will again use Arrima for document submission when it officially launches.

Arrima – Declaration of Interest Process

Upon creating an Arrima immigration account, applicants initiate the process by completing the expression of interest form under

the “New File” section. Essential documents, such as diplomas and language test results, should be readily available during this phase. While the information can be saved at any point, the completion of the expression of interest form must occur within 90 days. Once submitted, the expression of interest remains valid for one year.

Arrima Immigration Selection Process

The Ministère de l’Immigration, de la Francisation et de l’Intégration (MIFI) meticulously reviews expressions of interest, aligning them with the current demands of the provincial labor market. Those deemed most qualified receive invitations to apply within 60 days. The subsequent step involves the submission of an official immigration application.

IMPORTANT: MIFI now issues invitations based on a wider set of selection parameters under the PSTQ, prioritizing applicants already living in Quebec, particularly those with Quebec diplomas, regional work experience, or strong French-language skills. The process is more discretionary than the previous fixed-criteria approach.

Criteria for Selection

Applications undergo evaluation based on a selection grid, akin to the Express Entry system. Key factors include education or professional training, age, work experience, language proficiency in French and English, previous visits to Quebec, validated job offers, number of accompanying children, financial stability for the initial three months, relationships with Canadian citizens or Quebec permanent residents, and spousal evaluation based on age, education, and language proficiency.

Under the new PSTQ framework, candidates are evaluated on a 1,400-point scale. French language proficiency is the most heavily weighted factor, reflecting Quebec’s 2029 target of having 80% of new immigrants arrive with intermediate French proficiency. Candidates willing to settle outside the Montréal metropolitan area also receive additional points.
