Canada remains one of the most popular destinations for skilled professionals seeking new opportunities, and Manitoba is a prime example of the country’s commitment to welcoming immigrants. Recently, the province launched a new initiative designed to support Temporary Foreign Workers (TFWs) as they transition toward permanent residency. This move comes at a crucial time, offering much-needed assistance to workers whose work permits are expiring as they wait for a decision on their permanent residency applications.
A Lifeline for Temporary Foreign Workers
Manitoba’s new support program, introduced in September 2024, enables TFWs to apply for letters of support, allowing them to extend their work permits. This initiative is tied to the Manitoba Provincial Nominee Program (MPNP), which helps skilled workers move from temporary to permanent residency status. With the program in place, TFWs can continue working legally while their permanent residency applications are being processed. This move not only helps fill labor shortages in the province but also retains skilled workers who have already contributed significantly to Manitoba’s economy.
Minister of Labour and Immigration, Malaya Marcelino, highlighted the critical role that TFWs play in Manitoba’s economy. The province aims to create a pathway for TFWs to make Manitoba their permanent home. This policy is expected to benefit as many as 6,700 TFWs who are currently in the province and are awaiting a decision on their residency.
Who Qualifies for Manitoba’s Temporary Support Program?
The temporary public policy has clear guidelines on who can apply for support letters to extend their work permits. Here are the key eligibility criteria for the Manitoba Provincial Nominee Program candidates:
- You must hold a valid work permit that will expire in 2024, or your work permit expired earlier this year, but you’ve applied for a new permit or for an extension of your temporary resident status.
- If you were authorized to work under the Immigration and Refugee Protection Regulations on or before May 7, 2024, and your extension application is still pending, you are eligible.
- You must have had a valid MPNP Expression of Interest profile as of May 10, 2024, and continue to have one while applying for the support letter.
- You must be living and working in Manitoba continuously since before May 10, 2024, with your current employer providing a letter of employment.
Eligible candidates can apply online for a Support Letter from the Manitoba government, which will allow them to secure a Manitoba-specific work permit extension for up to two years.
A Streamlined Process to Apply
Applying for Manitoba’s support program is a straightforward process, ensuring that TFWs facing the expiration of their work permits have a seamless way to extend their stay. To apply for a support letter, candidates need to submit:
- A letter of employment from their current Manitoba employer.
- A copy of their current work permit or proof of authorization to work in Canada.
- Proof of their valid work permit as of May 7, 2024, or proof that they’ve applied for restoration of their temporary resident status.
Once these documents are submitted, Immigration, Refugees and Citizenship Canada (IRCC) will prioritize applications from those whose work permits are set to expire within the next 45 days. This system ensures that TFWs facing an urgent need for work permit extensions receive quick assistance, minimizing gaps in their employment.
Manitoba’s Commitment to Retaining Skilled Workers
Manitoba’s initiative is more than just a temporary fix for expiring work permits—it’s a testament to the province’s commitment to keeping skilled workers. By collaborating with the federal government, Manitoba has created a system that not only supports TFWs but also strengthens its local economy. Skilled workers, particularly those in key industries like healthcare, agriculture, and manufacturing, are vital to Manitoba’s long-term economic success.
Furthermore, the program acknowledges the contributions of TFWs who have already integrated into their communities. Many of these workers have established lives in Manitoba, building relationships and contributing to the province’s growth. This initiative allows them to continue on the path toward permanent residency without worrying about job security or immigration status.
Supporting TFWs for a Brighter Future in Manitoba
Manitoba’s new support program for Temporary Foreign Workers is a significant step toward creating a welcoming environment for skilled professionals awaiting permanent residency. By offering a streamlined process for extending work permits, the province is addressing labor shortages while supporting TFWs who wish to call Manitoba home. For TFWs who are part of the MPNP, this initiative provides a clear pathway to continue working and contributing to Manitoba’s economy as they await the outcome of their permanent residency applications.
