Permanent Residence Pathways for Hong Kong Residents

IRCC introduced two new permanent residence streams to support Hong Kong residents to become Canadian Citizens. The new streams are:

Stream A: In-Canada graduates

Stream B: Canadian work experience

The temporary public policy that’s under effect from June 2021 to August 2026 provides a permanent residence pathway for Hong Kong residents who are workers, recent graduates, and are currently living in Canada.

Common Eligibility Criteria for these Streams are:

  • A valid passport issued by either:

Hong Kong Special Administrative Region of the People’s Republic of China

United Kingdom to a British National (Overseas) as a person born, naturalized, or registered in Hong Kong

  • Be physically present in Canada when you apply
  • Have valid temporary resident status in Canada
  • Intend to live in Canada, in any province or territory other than Quebec
  • As a prerequisite to a graduate or post-graduate program, you must have completed a post-secondary diploma or degree in the 5 years before you started your graduate or post-graduate program.

Stream A: In-Canada Graduates

To be eligible for this stream, you must:

  • Own a degree, certificate or diploma from a post-secondary designated learning institution in Canada,
  • You must have graduated in 3 years before you apply,
  • At least 50% of the program must be completed in Canada (either in person or online).

Stream B: Canadian Work Experience

To be eligible for this stream, you must:

  • Have graduated in the 5 years before you apply,
  • You must have either a diploma,  from a post-secondary designated learning institution in Canada, a certificate, a foreign educational credential equivalent to one of the following:

a Canadian post-secondary diploma for a 2 years’ program

a Canadian post-secondary degree

a Canadian graduate or post-graduate diploma or certificate for a one-year program

  • Have legally worked in Canada for at least 12 months’ full time, or an equal amount of part-time hours in the 3 years before you apply.

Documents Required

  • A copy of the language test result with a level 5 score in either English or French.
  • To prove your intention to live in Canada, you must show relevant documents, such as a statutory declaration, proof of employment, job offers and lease agreements, and more.
  • For streams A & B, you must provide a copy of your education credentials and final transcripts.
  • For Stream B, you must provide an educational credential assessment(ECA) if you have graduated from a post-secondary school outside Canada.
  • For Canadian work experience (stream B only), provide a proof of your job, such as an experience letter by your employer, tax slips, notices of assessment from the Canada Revenue Agency, pay slips.

After you have collected all your documents, you are required to email the application to raise a request to apply for the Permanent Residence Pathways. Further, create your account, and complete your application, including filling out varied forms as per the instruction guide. Pay the processing fees, and submit your application.
