What Is the Human Capital Stream?
This stream evaluates a candidate’s overall human capital: language ability, age, work experience, education, and adaptability, rather than a specific job offer. To be eligible, applicants need one of three qualifying connections to Manitoba and a minimum score of 60 out of 100 on the province’s EOI points grid, the same structure used across several streams of the Provincial Nominee Program.
What Are the Three Ways to Establish a Connection?
A Manitoba Supporter must be a Canadian citizen or permanent resident who has lived continuously in the province for at least a year, and can be a close relative, such as a sibling, parent, grandparent, aunt, uncle, cousin, niece, or nephew, or simply a friend or more distant relative. Spouses cannot act as supporters under this stream, since spousal sponsorship runs through a separate federal process.
Manitoba Experience covers candidates who worked full-time for a Manitoba employer for at least six consecutive months as a temporary foreign worker, or who completed an authorized program, excluding language studies, at a Manitoba public or registered private vocational institution.
A Manitoba Invitation is issued either through MPNP’s Strategic Recruitment Initiative, where the province travels internationally with Manitoba employers, or through a pre-approved exploratory visit that can lead directly to an invitation to apply.
How Is the 100-Point EOI Grid Scored?
Language points climb with CLB level, topping out at 20 for CLB 8 or higher, with an additional 5 points available for a second official language at CLB 5 or above. Age points favour candidates between 18 and 24 and phase down to zero at 45. Work experience must be in the same occupation as the applicant’s intended field and fall within the past five years. Education points peak at a Master’s or PhD, and adaptability rewards ties such as a spouse’s language ability, a Manitoba relative, or prior Manitoba study or work.

What Happens After You Reach 60 Points?
Reaching the 60-point threshold makes a candidate eligible for MPNP’s regular draws from the pool, but it does not guarantee selection immediately, since Manitoba invites the highest-ranked candidates in each draw. Once invited, applicants receive a Letter of Advice to Apply and have 60 days to submit full supporting documentation. From there, a successful review leads to nomination and then to a federal permanent residence application, following the same broad Provincial Nominee Program sequence used across MPNP’s skilled worker streams.
