Nova Scotia Skilled Worker Stream
The Nova Scotia Skilled Worker stream is the province’s main entry point under the Provincial Nominee Program for foreign workers who already hold a genuine job offer from a Nova Scotia employer. It covers four distinct pathways, general occupations, construction, physicians, and occupations in demand, so the exact requirements you face depend heavily on which pathway fits your job. Because it does not connect to federal Express Entry, this stream tends to suit people who want a direct route to a provincial nomination without first building an Express Entry profile.

What Requirements Apply Across Every Pathway?
Every applicant under this Provincial Nominee Program stream needs a full-time, permanent job offer from a Nova Scotia employer, at least one year of related work experience, and proof of financial settlement funds. Age must fall between 21 and 55, and a high school diploma is the baseline education requirement, though your specific occupation may call for additional training or accreditation.
| Requirement | Detail |
| Job Offer | Full-time permanent from NS employer |
| Work Experience | 1 year related; TEER 4/5 needs 6 months with the same employer |
| Age | 21 to 55 years old |
| Education | High school diploma minimum |
| Credentials | Appropriate training, skills, or accreditation for the job |
| Language (CLB) | TEER 0-3: CLB 5 / TEER 4-5: CLB 4 (with test results) |
| Settlement Funds | Sufficient financial resources |
Pathway One: General Skilled Worker
This is the standard route for occupations classified TEER 0 through 3. You need the job offer, one year of directly related experience, CLB 5 language ability, and the usual age and education thresholds. If English or French is your first language, that alone can satisfy the language requirement without a formal test.
| Requirement | Detail |
| Job Offer | Full-time permanent from NS employer |
| Experience | 1 year related to the job |
| Occupation Level | TEER 0, 1, 2, or 3 |
| Language | CLB 5 (first-language English/French counts as proof) |
| Education | High school diploma minimum |
| Credentials | Appropriate training, skills, or accreditation |
Pathway Two: Construction
Nova Scotia has carved out a dedicated construction pathway covering 22 eligible occupations under NAICS 23. This is one of the more specific Canada PNP programs on the market, since it names exact NOC codes rather than broad categories. One notable quirk: for TEER 4 and 5 occupations, a formal language test is required even if English or French is your native language, which is stricter than the general pathway.
22 Eligible Construction NOCs (NAICS 23)
| NOC Code | Occupation |
| 70010 | Construction managers |
| 70011 | Home building and renovation managers |
| 72011 | Contractors/supervisors, electrical trades and telecommunications |
| 72014 | Contractors/supervisors, other construction trades |
| 72020 | Contractors/supervisors, mechanic trades |
| 72102 | Sheet metal workers |
| 72106 | Welders and related machine operators |
| 72200 | Electricians (except industrial/power system) |
| 72201 | Industrial electricians |
| 72310 | Carpenters |
| 72320 | Bricklayers |
| 72401 | Heavy-duty equipment mechanics |
| 72402 | Heating, refrigeration and AC mechanics |
| 72500 | Crane operators |
| 73100 | Concrete finishers |
| 73102 | Plasterers, drywall installers, finishers, lathers |
| 73110 | Roofers and shinglers |
| 73200 | Residential/commercial installers and servicers |
| 73400 | Heavy equipment operators |
| 75101 | Material handlers |
| 75110 | Construction trades helpers and labourers |
| 75119 | Other trades helpers and labourers |
| Requirement | Detail |
| Language | CLB 5 (TEER 0-3) / CLB 4 (TEER 4/5), test required even for first-language English/French |
| Education | High school diploma or a construction-specific industry training program |
| Experience | 1 year related, no 6-month same-employer requirement |
Pathway Three: Physicians
Physicians follow a licensure-driven route rather than the standard experience model used elsewhere in this stream. General practitioners, family physicians, and select specialists can qualify with a job offer from Nova Scotia Health Authority or the IWK Health Centre, issued on official letterhead and signed by both an authorized representative and the applicant.
| Requirement | Detail |
| Eligible NOCs | 31102 (family physicians), 31100 (clinical/lab specialists), 31101 (surgery specialists) |
| Employer | Nova Scotia Health Authority or IWK Health Centre |
| Job Offer | On official NSHA/IWK letterhead, signed by authorized representative and applicant |
| Licensure | Must demonstrate eligibility for CPSNS licensure |
| Credentials | Must demonstrate eligibility for NSHA/IWK privileges |
Note: This is the only Skilled Worker pathway without a standard work experience requirement, since the focus shifts entirely to licensure and institutional credentialing.
Pathway Four: Occupations in Demand
This pathway targets TEER 3, 4, and 5 occupations that Nova Scotia identifies as facing acute shortages, but as of this update there are currently no occupations listed. When the list is active, applicants need a job offer in a named occupation, one year of related experience, CLB 4 with a formal test even for first-language speakers, and no six-month same-employer requirement for TEER 4/5 roles.
| Requirement | Detail |
| Job Offer | In an identified in-demand occupation (TEER 3, 4, or 5) |
| Experience | 1 year related, no 6-month employer requirement |
| Age | 21 to 55 |
| Education | High school diploma |
| Language | CLB 4 with test results, even if first language is English or French |
| Settlement Funds | Required |
Who Cannot Apply Under This Stream?
Post-Graduation Work Permit holders working in TEER 5 positions are not eligible, and neither are applicants outside the 21 to 55 age range, those without a valid Nova Scotia job offer, refugee claimants or people with federal appeals underway, or anyone unable to show settlement funds.
How Do You Apply?
The Skilled Worker application runs through the province’s online portal. You complete the application, attach every required document and fee, submit your Expression of Interest, and then wait for Nova Scotia to review your file and, if successful, issue a nomination.
- Complete Online Application: Submit through the eNSNP Portal.
- Include Required Forms and Attachments: Job offer, experience letters, language results, and proof of funds.
- Submit Expression of Interest: This formally starts the province’s review.
- NSNP Reviews the File: A nomination follows if every requirement is met.
A Note on Accommodation and Food Services
As of 12 noon Atlantic time on April 17, 2024, Nova Scotia stopped accepting new Skilled Worker submissions in the Accommodation and Food Services sector (NAICS 72) because of high application inventory. Applications already in the queue continue to be processed, but new submissions in this sector are not currently accepted.
Common Questions About the Skilled Worker Stream
The General pathway covers TEER 0-3 occupations broadly and accepts first-language English or French as language proof. Construction names 22 specific NOCs under NAICS 23 and requires a formal language test for TEER 4/5 occupations regardless of your first language.
Under the General and Physicians pathways, first-language English or French is generally accepted as sufficient proof. Under Construction and Occupations in Demand, a formal test is required for everyone, including native speakers.
Yes, with one exception: PGWP holders working in TEER 5 positions are not eligible under this stream.
Under the General stream, you would need six months of experience with the same employer. Under Occupations in Demand, when active, that six-month same-employer requirement does not apply.
No. Skilled Worker is a standalone Provincial Nominee Program System pathway. If you want your application tied to federal Express Entry, look at the Nova Scotia Express Entry stream instead.
