Nova Scotia Labour Market Priorities Stream
Labour Market Priorities is not a separate application stream so much as a selection method built into the Nova Scotia Express Entry stream. Instead of you applying directly, the province reviews the federal Express Entry pool on its own schedule, identifies candidates whose profiles match current labour needs, and reaches out first. No job offer is required, which makes this one of the more passive Provincial Nominee Program pathways available in Nova Scotia.
| Fact | Detail |
| Stream | Labour Market Priorities (LMP) |
| Program | Nova Scotia: Express Entry (NSNP) |
| Prerequisite | Active Express Entry profile |
| Job Offer | Not required |
| NS Experience | 1 year TEER 0-3 in Nova Scotia |
| Language | CLB 7 (TEER 0-1) / CLB 5 (TEER 2-3) |
| Selection | NSNP reviews the EE pool and issues a Letter of Interest |
| Response Window | 30 days to submit an Expression of Interest |
How Does the Selection Process Actually Work?
Nova Scotia periodically reviews the federal Express Entry pool looking for candidates whose skills and experience match its current labour market priorities. When a match is found, the province issues a Letter of Interest directly through your Express Entry portal. From that point, you have exactly 30 calendar days to submit an Expression of Interest to NSNP. This stream absorbed what used to be two separate programs, the original Labour Market Priorities stream and Labour Market Priorities for Physicians, both now folded into Nova Scotia Express Entry.
- NSNP reviews the federal Express Entry pool.
- Candidates are matched against current labour market priorities.
- A Letter of Interest is issued through the Express Entry portal.
- The candidate has 30 calendar days to submit an Expression of Interest to NSNP.
- NSNP issues an Invitation to Apply, leading to nomination and a 600-point CRS boost.
| Action | Deadline |
| Receive a Letter of Interest | Check the Express Entry portal regularly |
| Submit an EOI to NSNP | 30 calendar days from Letter of Interest issuance |
| Apply for Nomination | After NSNP sends an invitation |
You cannot request a Letter of Interest under this Provincial Nominee Program pathway. Focus instead on keeping your Express Entry profile strong.
What Are the Eligibility Requirements?
Even though there is no direct application, you still need to meet baseline eligibility so you are ready the moment a Letter of Interest arrives. That means an active Express Entry profile, one year of TEER 0-3 work experience earned in Nova Scotia, and language scores that match your occupation’s skill level.
| Requirement | Detail |
| Express Entry Profile | Active in the federal pool |
| NS Work Experience | 1 year TEER 0-3 in Nova Scotia |
| Age | 21 to 55 years old |
| Education | High school diploma minimum |
| Language (CLB) | TEER 0-1: CLB 7 / TEER 2-3: CLB 5 |
| Settlement Funds | Sufficient funds required |
| PGWP Experience | Only counts if earned through a Nova Scotia institution |
What Does Nova Scotia Currently Prioritize?
Priorities shift as the province’s labour needs change, but healthcare, skilled trades, technology, and early childhood education have consistently ranked as top priority areas heading into 2026.
| Priority Area | Examples |
| Healthcare | Nurses, physicians, allied health workers |
| Skilled Trades | Electricians, welders, plumbers, carpenters |
| Technology | Software developers, data scientists, cybersecurity specialists |
| Education | Early childhood educators, teachers |
| Other In-Demand Areas | Determined by ongoing labour market data |
Since priorities can shift without a fixed schedule, it is worth checking NSNP announcements periodically rather than assuming today’s priority list will still apply in a few months.
How Does the Physician Sub-Pathway Differ?
Physicians with a job offer from Nova Scotia Health Authority or IWK follow a related but distinct route. Along with the standard Letter of Interest and 30-day response window, physicians also need to sign a Return for Service Agreement committing to live and work in Nova Scotia for at least two years.
| Requirement | Detail |
| Job Offer | NSHA or IWK (NOC 31102, 31101, or 31100) |
| Letter of Interest | Issued by NSNP through Express Entry |
| Return for Service | Signed agreement covering at least 2 years in NS |
| EOI Deadline | 30 days from the Letter of Interest |
What Changed With EOI Validity Rules?
Effective May 1, 2026, EOIs submitted before May 1, 2024 close on that date. Those submitted between May 2024 and April 2026 remain active until April 30, 2027. Anything submitted from May 1, 2026 onward stays valid for 12 months from submission.
| Submission Period | Expiry |
| Before May 1, 2024 | Closed effective May 1, 2026 |
| May 1, 2024 to April 30, 2026 | Active until April 30, 2027 |
| On or after May 1, 2026 | 12 months from submission |
