British Columbia Skills Immigration System

Following major program updates, British Columbia streamlined its Skills Immigration framework into two active primary pathways: the Skilled Worker Stream and the Health Authority Stream. Legacy streams, including the International Graduate and Entry Level/Semi-Skilled (ELSS) streams, have been closed or merged into the primary Skilled Worker framework.

Selection within the program is driven by targeted priority pillars designed to meet regional economic demands. While basic program eligibility remains broad, receiving an Invitation to Apply (ITA) depends heavily on whether a candidate occupation aligns with provincial focus areas in Care, Build, and Innovate sectors.

The Three Strategic Priority Pillars

British Columbia focuses provincial selection invitations on three core economic pillars, assigning priority draw scores to target occupations.

1. Care Pillar: Healthcare, Veterinary, and Education Roles

The Care pillar includes 36 targeted occupations across clinical healthcare, animal care, and specialist education. Key roles include registered nurses, specialist physicians, physical therapists, medical lab technologists, veterinarians, early childhood educators, and French-language elementary and secondary teachers.

2. Build Pillar: Skilled Trades and Infrastructure Construction

Designed to address housing shortages and major infrastructure construction, the Build pillar prioritizes commercial construction managers, civil and electrical engineers, industrial trades supervisors, certified electricians, plumbers, and heavy equipment operators.

3. Innovate Pillar: High-Tech and Digital Industries

The Innovate pillar supports BC growing technology ecosystem by targeting 29 eligible tech occupations. Weekly dedicated draws invite software developers, data scientists, cybersecurity specialists, computer engineers, and IT managers.
