Yukon PNP
The Yukon PNP has been operating since 2002 with the goal of attracting more immigrants to address the territory’s labor market needs. Specifically designed for skilled workers and employers seeking to hire eligible foreign workers with the necessary experience and education, the YNP serves as a gateway to a prosperous future in Yukon.
Every year, Yukon welcomes hundreds of immigrants, constituting nearly one percent of the population. Recently, the territory reached a record-high population of over 40,000 residents. While most immigration streams fall under the base category, Yukon PNP also offers an enhanced stream called Yukon Express Entry, which aligns with Canada’s Express Entry system.
The Express Entry system, managed by Immigration, Refugees and Citizenship Canada (IRCC), employs a Comprehensive Ranking System (CRS) to assign point scores to candidates. Express Entry draws are regularly conducted, inviting the highest-ranked individuals to apply for permanent residence. A provincial nomination through Yukon’s enhanced stream grants an additional 600 CRS points, which can significantly improve a candidate’s chance of receiving an Invitation to Apply (ITA), depending on IRCC’s rounds of invitations. Accepting this nomination grants applicants extra points, bolstering their chances of success.
One of the main advantages of enhanced immigration streams is the shorter processing time, as Express Entry permanent residence applications are generally processed faster than paper-based non-Express Entry provincial nominee applications. In contrast, base streams may have longer processing times. If nominated through a base immigration stream, applicants must apply directly with the IRCC.
Yukon Immigration Streams

Yukon Express Entry (YEE):
This program targets foreign skilled workers with a valid job offer for permanent, full-time work in Yukon. Employers in the territory who are unable to find Canadian citizens or permanent residents to fill job openings have access to the pool of candidates in the Express Entry system. The foreign worker must also meet the requirements of at least one federal Express Entry program: Canadian Experience Class, Federal Skilled Worker Program, or Federal Skilled Trades Program.
Skilled Worker Program:
Intended for foreign skilled workers sponsored by a Yukon employer, this program requires individuals to work in a National Occupational Classification (NOC) TEER 0, 1, 2, or 3 job.
Critical Impact Worker Program:
Designed for semi-skilled or unskilled workers in high-demand occupations in Yukon, this program necessitates sponsorship from an employer. While a valid job offer from a Yukon employer is required, applicants do not need to be physically present in Yukon during the application process. The stream is now aligned with TEER 4 and TEER 5 occupations under the NOC system.
Business Nominee Program:
Entrepreneurs and individuals with business experience can leverage this program to start a new business, partner with an existing business, or acquire and operate an established business in Yukon.
Yukon Community Pilot:
This program offers a special work permit to provincially nominated individuals, allowing them to work for multiple employers in participating Yukon communities. The Yukon Community Pilot launched in 2020 and closed on June 30, 2025. Applicants with a valid Yukon nomination for permanent residence may still be eligible for a 2-year location-restricted open work permit under IRCC’s Yukon Community Pilot instructions, if they meet the requirements.
