What Newfoundland PNP Streams Are Available?

Newfoundland Express Entry Skilled Worker
The Express Entry Skilled Worker category is the Newfoundland PNP route for candidates who are already accepted into IRCC’s Express Entry pool. Applicants need a full time qualifying job or job offer from an eligible Newfoundland and Labrador employer in a TEER 0, 1, 2 or 3 occupation. The provincial criteria also include a minimum score of 67 points on the NLPNP assessment grid, valid language results, sufficient settlement funds, eligible education and the qualifications required for the position.
A provincial nomination through an Express Entry aligned Provincial Nominee Program can significantly strengthen a candidate’s federal Express Entry position because an accepted nomination adds 600 CRS points. However, candidates must continue to satisfy both the provincial stream rules and the federal Express Entry program under which they are eligible.
Newfoundland Skilled Worker
The Skilled Worker category is the broader employment based route within Newfoundland PNP. It is designed for foreign workers who have a full time job or job offer from an eligible Newfoundland and Labrador employer and who possess the qualifications, skills, training or accreditation required for the occupation. The qualifying job can be in TEER 0, 1, 2, 3, 4 or 5, making this category wider than the Express Entry aligned stream.
The job must generally provide at least 30 hours of work per week and be at least one year in duration with a reasonable expectation of extension. A Job Vacancy Assessment may be required where the applicant does not already have valid authorization to work in the identified position. Applicants in TEER 4 and 5 occupations are subject to the applicable language testing requirement.

Newfoundland International Graduate
The International Graduate category supports eligible international graduates who intend to remain in Newfoundland and Labrador permanently. Applicants must hold a valid Post Graduation Work Permit with the required remaining validity and have a qualifying full time job or job offer from an eligible provincial employer. The category generally accepts TEER 0, 1, 2, 3 and qualifying in demand TEER 4 employment.
The relationship between the job and the applicant’s education can matter. Graduates of Memorial University or College of the North Atlantic may have more flexibility in certain circumstances where the job is not directly related to their field of study, provided the provincial requirements are otherwise met. Graduates of eligible public institutions outside Newfoundland and Labrador face additional field of study and provincial work experience requirements.
Newfoundland International Entrepreneur
The International Entrepreneur category is for experienced business owners or senior managers who want to settle permanently in Newfoundland and Labrador by establishing a business presence. An eligible candidate must start or purchase a business in the province, actively manage it and operate it for at least one full year before becoming eligible for nomination. The category has its own age, education, language, business experience, net worth, investment and business plan requirements.
For 2026, the International Entrepreneur Expression of Interest system remains open. Candidates should account for the additional cost and documentation involved in business immigration, including financial verification, business planning and other third party professional requirements even though the province does not charge an application fee for this category.
Newfoundland International Graduate Entrepreneur
The International Graduate Entrepreneur category is intended for eligible graduates of Memorial University or College of the North Atlantic who have already started or purchased a business in Newfoundland and Labrador and have actively managed it for at least one year. Candidates must meet the category’s education, PGWP, language, ownership, business operation and job creation requirements.
This route is different from the regular International Graduate category because it is built around active business ownership rather than only employment. Applicants should be prepared to document their business’s financial position and sustainability and complete the reports required by the Provincial Nominee Program.
How Does Newfoundland’s Expression of Interest System Work?
Newfoundland and Labrador introduced the current Expression of Interest model in February 2025 for economic immigration applications. The EOI is not a complete immigration application. It is an initial profile containing information such as the applicant’s occupation, education and intention to reside in the province. The Office of Immigration and Multiculturalism reviews EOIs and selects candidates for Invitations to Apply.
If an EOI is selected, the candidate receives an Invitation to Apply and has 60 days to submit a complete application. Candidates who are not selected in a particular invitation round do not receive an invitation for that round. Because the Provincial Nominee Program uses changing labour market and allocation priorities, the strength of an EOI depends on more than simply meeting the basic eligibility threshold.

What Does Newfoundland PNP Prioritize?
Newfoundland and Labrador publishes EOI prioritization criteria to explain how it may select candidates from the pool.
